the Odalisque colloquy: the two-service axis and the espionage onion

The political frame under the colloquy, stated bare: the meetings run along the axis of two intelligence services — "the U.S.A. Office of Unspecified Services and les Assassins des Fauteuils Rollents" — and the "who-knew-what" onion ("Fortier knew that Steeply knew he... knew Marathe was here") is O.N.A.N.-era statecraft in miniature, a nested-knowledge structure in which each state's apparatus watches the other watching. The two-service opposition is the ground of the book's geopolitics; the individual betrayal-calculus (Marathe's triple-agent status, memorizing the meetings) is the tradecraft that runs on top of it. (The betrayal-calculus and Marathe's Gertraud motive are surveillance-disguise's / 153's; landed here is the two-service axis as political frame.)
