The border enforced by fan, heard from the tennis courts: the ATHSCME machines blow "due north with an insistent high-pitched fury" that E.T.A. finds "somehow soothing" — the state's push of its own air-and-waste back over the line rendered as a constant, half-noticed hum. The direction is the whole politics: due north, always, waste and weather shoved onto the reconfigured neighbor as ambient policy.
