Context

O.N.A.N.'s counterintelligence view of its own discontents, and the theme's driest joke: Interdependence has bred a whole "alphabet" of resistance, jointly indexed by "R.C.M.P. AND U.S.O.U.S." (the two states policing dissent together, the O.N.A.N. logic in the very byline), and graded on a violence scale that files an electoral party — Le Parti Québecois, "(Q, S, E)" — in the same tally as the "Extremely Violent" Wheelchair Assassins. The document is experialism's political comedy: a state that produced its own opposition by gifting away territory now catalogs that opposition with bureaucratic evenhandedness, unable to distinguish a ballot from a bomb.
