Joelle confesses the veil was disguise all along — a disguise wrapped in a disguise. She'd "go around saying the veil was to disguise lethal perfection, that I was too lethally beautiful for people to stand," a cover story cribbed from Jim's Medusa-Odalisk film; but the real function, she admits, was that "even in U.H.I.D. I hid by hiddenness," using the sheer fact of veiling as its own concealment. And the correction "Not exactly. Not exactly veiled" names it: the veil posing as a veil while operating as a disguise, hiding not a face but the fact that there was hiding to be done.
