Context

The top of the insurgency hierarchy given its full dread: the A.F.R. is a taught "glyph of a profiled wheelchair with an enormous bone-crossed skull," and their arrival is "the worst possible scenario," "worse than O.N.A.N.ite gendarmes by far." "Les Assassins des Fauteuils Rollents" are the cell that "cannot be reasoned with or bargained with, feel no pity or remorse, or fear (except a rumored fear of steep hills)" — the apex predators of the anti-O.N.A.N. world, feared even by fellow Québécois insurgents. This is the organization the whole serial's politics orbit, seen here doing its own work on its own kind.
