He is arrested outside the kitchen window by a taped Year-of-the-Wonderchicken broadcast of "Sixty Minutes More or Less with Madame Psychosis" drifting from an upstairs window with a "billowing lengthwise flag for a curtain" — someone in Ennet House loves Madame Psychosis enough to tape and replay her (the reader knows it is veiled Joelle, the taper the flag-curtain marks).
