Eugenio ("Gene M.") says such green residents "have such calloused asses still it's a waste of Gately's time" to spare them — "you have to let them learn for themselves." Gately, tellingly, can't bring himself to do it and herds the cars anyway. A quiet contrast: Eugenio's principled tough-love against Gately's softer over-responsibility.
