Steeply's whole operation is folded into small talk — the pretext (a memorial tribute to the Mad Stork), the approach vector (Orin's vanity and neediness), the intelligence target (the Incandenzas, Himself, the films). The scene's quiet structural joke is that the A.F.R.'s watchers and U.S.O.U.S.'s Helen converge on Orin within one phone call, both registering to him only as static — until he lets the name slip and Hal catches it: "Helen. So you did."
