the copy-census: every anti-O.N.A.N. cell holds a Read-Only

The census that maps the whole insurgency: the Master copy is still lost with the DuPlessis burglary, but "all the anti-O.N.A.N. cells have at least one Read-Only" — the samizdat is already distributed across the entire resistance ecology, held by every cell as a shared arsenal. The political geography of the anti-O.N.A.N. war is drawn here as an inventory: the weapon is common property of the Separatist bloc, and the contest is now over who can duplicate it, not who has it.
