Context
The A.F.R. shown as a functioning intelligence organization: "The A.F.R.'s data liaison in Montreal had promised to arrange all records" (fabricating Marathe's detox paper-trail), and the cell as a studious paramilitary — "There were orders and the obeying of orders. The A.F.R. had reviewed cartridges of antique U.S.A. programming... and had watched to learn many things." The insurgency n110 called "hapless" is here a disciplined organ with a Montreal records-liaison and a research program studying America through its old TV — the "orders and the obeying of orders" that mark the cause-nation against the appetite-nation (101). (The infiltration-op and cover-story are surveillance-disguise's, built; landed here is the A.F.R.-as-organization politics.)
