The federal apparatus staged directly over the crime it cannot see: "U.S. Chief of Unspecified Services Rodney Tine" watches the pond-draining from the State House Annex while his operatives — "Rodney Tine Jr. and Hugh Steeply" — wait behind him. The dramatic irony is the scene's politics: the head of the bureau charged with the "Canadian Problem" (107) stands at a window looking down at the very park where, out of his sightline over the ridge, the A.F.R. is about to snatch a man. The O.N.A.N. security state surveils the concentric rings of a duck pond while the insurgency operates in its blind spot.
