Context
The reconfigured city's civil order shown as two trades ignoring each other: the cops removing the anti-O.N.A.N. flag and the child dealers of a "certain Material" share the same block and grant each other nothing — no enforcement, no acknowledgment. It is the political texture of a state that no longer bothers to police its edges, the insurgency and the drug economy and the constabulary coexisting in a single indifferent frame.
