Context
The '98-storm retrospect opens on a capacity statement — "barely recall" — and what follows is visibly patched from other sources: the photos in C.T.'s waiting room, and Orin's tellings ("Orin said," "Orin has said"). The first appearance of the scene's borrowed-archive method, two pages before Hal names the problem.
