Context
The Cabinet's one honest map-vs-territory exchange: the Secretary of State asks why not keep "cartographic title" to the poisoned land and just use it, and Tine's answer is that the name on the map doesn't constrain the use of the ground at all — the U.S. will cede the map and keep the territory's function as waste sink. Reconfiguration's whole con stated as a split between title and terrain. (Boundary call: the surrounding geopolitics routes to nationalism-onan; this is the map-rhetoric itself, kept per the plan's n110 precedent.)
