The institution as a body that can be traumatized: after the shooting the whole House is "still reeling and spiritually palsied," Kate folded into herself on the couch night after night, the collective recovery organism knocked off its feet by violence at its door. And the small rule underneath (no cartridges after midnight, to encourage sleep) shows the machine still running its ordinary disciplines through the aftershock — the House administering its own recovery even while palsied.
