Pemulis, though from his twitchy right eye he’s clearly had recent recourse to some Tenuate (which helps explain the uneaten nuts), is currently abstaining and sitting on his hands for warmth
Context
The mandatory day off doubling as an open chemical floor: spiked Gatorades and a passed joint, Struck drinking himself into a slumped stupor, Pemulis's Tenuate legible in a twitching eye and a bag of uneaten peanuts, Troeltsch's too. The whole pavilion is quietly on something while the children play war below — the E.T.A. drug economy at rest, visible, "a bit much."
