The operation that produces 149-153, and its search-key. Teams make "the rounds of all Substance-Difficulty-Rehabilitation facilities… within a 25-km. radius," Fortier working the intake officers with "shows of great compassion" and "pretending disappointment" when turned away — and his real work is his eye across the residents: "no person among them wore a veil of facial concealment." The A.F.R. is hunting Joelle by hunting for the veil, and every halfway-house canvass is a casing operation wearing the disguise of an addict seeking admission. The veil that hides Joelle's face is the exact tell the search is tuned to; concealment becomes the beacon.
