Steeply is here to watch Hal (the intelligence target); deLint is under "explicit and emphatic" orders to watch Steeply (counter-surveillance of the watcher); and both sit under Schtitt's crow's-nest, the "giant hooded shadowed moving presence" filming and charting from above. The chaperone regime is total and openly acknowledged — the profiler "allegedly came to see Hal only about Orin but whom Charles Tavis won't let see Hal yet, even chaperoned" — so that access to the target is denied even while the operative is kept in permanent view. Surveillance and counter-surveillance running in the same bleacher, everyone watching everyone, ostensibly to talk about tennis.
