Another wheelchaired form has appeared just behind and to the right of the first seated backlit form across the street, and they’re both in a position to see Green up against the tree with his hand to his ear so it looks like he’s maybe receiving communiqués from some kind of earpiece.
Context
The scene's cruelest surveillance joke lands on its one true innocent. Bruce Green has followed the Hawaiian music here by accident, with a finger jammed in his ear against the noise — and to the two watchers across the street that finger reads as an earpiece, the frozen hiding-behind-a-tree reads as a lookout's tradecraft, and Green, in their optics, would read as exactly the accomplice he isn't. He completes the misreading himself, "breathing into the bark of the tree so his exhaled breath won’t plume out from behind the tree and be seen as an accomplice’s breath, potentially" — the guiltless man performing counter-surveillance against a suspicion that only his performing it makes plausible. In a book where everyone is watching, the surest way to look like a spy is to be seen trying not to be seen.
