Marathe & Steeply: the two-service apparatus named
M. Fortier had wished Marathe to require that they interface always in Québecois French, as for a small symbolic concession to the A.F.R. on the part of the Office of Unspecified Services, which the Québecois Sepératiste Left referred to always as B.S.S., the ‘Bureau des Services sans Spécificité.’
Context
The insurgency ecology gets its formal antagonists: the A.F.R. under Fortier facing the U.S. Office of Unspecified Services, which the "Québecois Sepératiste Left" renames B.S.S. — even the choice of language for a covert meeting is a "small symbolic concession," sovereignty contested at the level of which tongue two spies speak. The naming is political, not merely operational: to the Separatist Left the U.S. service is "Services Without Specificity," a state whose intelligence arm has no declared shape.
