the charter-bus arrival: the Québec adult wheelchair contingent off the charter-bus
An hysterical rumor that the Québec players had been spotted coming down a ramp out of a charter-bus in the main lot and were by all appearances not the Québec J.D.C. and -W.C. squads but some sort of Special-Olympicish Québec adult wheelchair-tennis contingent
Context
The road-mirror gambit's political payoff surfaces as a locker-room rumor: the "Québec players" arriving "down a ramp out of a charter-bus" are "by all appearances... some sort of Special-Olympicish Québec adult wheelchair-tennis contingent." The A.F.R. — wheelchair-bound, arriving by the bus their roadside mirrors deluded onto this route (163/n110) — are mistaken for a disabled Québec tennis team, the Wheelchair Assassins hiding in plain sight as adaptive athletes. The whole insurgency's method (substitution, the mirror-trick, the wheelchairs) lands here as an "hysterical rumor" that a couple of scampering sub-14s fail to return from checking. (The disguise-substitution op is surveillance-disguise's, built; landed here is the F.L.Q./A.F.R. political-substitution material the plan routes to us.)
