Context
What freebase gives Joelle is precisely what U.H.I.D. doctrine says the veiled can never have: to be "deveiled and loved," seen and still sheltered. The drug is a chemical counterfeit of the thing the veil forecloses — being looked at without shame — which is why the theme and the addiction are one system in her.
