She figured if she could speak with Pat M. Pat M. might be prevailed upon to put her in quarantine with Clenette and Yolanda, not let in no law. She could tell Pat about the wheelchairs, try to convince her to dismantle the ramp.
Context
The warning Joelle carries makes Ennet House's architecture legible as a weapon: the wheelchair-access ramp — the accommodation a halfway house for damaged bodies necessarily has — is the A.F.R.'s entry vector, and dismantling it means barring the disabled to keep out the assassins who weaponize disability. The scene's last image seals it: the Sheriff's cruiser sits "parked idling in the roadlet outside the ramp." (Carlisle's catch: Pat intake-interviewed one of the wheelchairs six days earlier — the warning is already late.)
